AbstractIn order to offer early and accessible treatment for adolescents with depression, brief and effective treatments in adolescents’ everyday surroundings are needed. This randomized controlled trial studied the preliminary effectiveness, feasibility, and acceptability of interpersonal counseling (IPC) and brief psychosocial support (BPS) in school health and welfare services. The study was conducted in the 28 lower secondary schools of a large city in Southern Finland, randomized to provide either IPC or BPS. This article considers the temporal variations of social and health care workers’ agency from the point of view of the social structures and practices of the contemporary Finnish public service sector. It finds that the contemporary Finnish public sector increasingly operates according to market principles and economic framing of time, contrary to the relational understanding of time in care practices. This study examined the role of welfare services in the participative citizenship of young people under 30 years of age outside the labour market. Thematic content analysis of the government’s white papers regarding participation policies, as well as participatory action research projects in two Finnish towns, were used to identify factors that enable or hinder participation for this group of service users.
